One of the questions left over from Computex's AMD revelation about the new Ryzen 3000 family was the reason why a 16-core version of the two-chip Matisse design was not announced. Today, AMD is announcing its first 16-core CPU in the Ryzen 9 family. AMD has said it is not interested back and forth with its competition over slowly moving the tip in consumer computing – they want to launch the best they have to offer as fast as possible, and the 16-core is part of that strategy.
The new Ryzen 9 3950X will be at the top of the new Zen 2 AMD processor stack, and is built for the AM4 socket along with the X570 motherboard range. It will have 16 cores with simultaneous multi-threading, enabling 32 threads, with a base frequency of 3.5 GHz and a turbo frequency of 4.7 GHz. All this will be provided in a TDP of 105W.

AMD said the processor will be released in September 2019, about two months after the initial launch of Ryzen 3.rd Gen processors due to extra validation requirements. The chip uses two of the eight 8-core Zen 2 chipsets, paired with a given IO that provides 24 PCIe 4.0 tracks in total. Using the AM4 socket, AMD recommends pairing the Ryzen 9 3950X with one of the new X570 motherboards released on Computex.
In terms of performance, AMD is promoting this as a clear single-thread and multi-thread improvement over other 16-core products on the market, particularly those of Intel (ie the 7960X).
There are several issues surrounding this new product as reasons for the delay between the initial launch of the Ryzen 3000 for the launch of the 3950X, the power distribution of the chiplets based on frequency and how the clocks will respond to the 105DP TDP, as the core As core-to-work communications will work with the chiplets and how gaming performance can be affected by the latency differences that go to the IO data and then to the main memory. All these questions should be answered in due course.
