It's time to say that we can not work for Chinese wages in Slovenia & # 39;

The proposal for a general collective agreement for the private sector is in substance following the institute and, according to the things it regulates, is the same as the concept of collective bargaining. This means that it contains provisions on the conclusion of an employment relationship, working hours, holidays, allowances, allowances and, of course, at the end of wages, says Jerkič.

"The difference with other collective bargaining agreements is that the collective bargaining agreement applies to the entire private sector, that is, to all workers employed by all companies entering the private sector, which we do not have at the moment. individual activities, but there are activities that do not have such arrangements.

According to him, therefore, they can also be minimum standards "what kind of thing is a little smaller than what a collective bargaining agreement specifies", but this does not affect collective bargaining. "Let us say that if in the Collective Agreement the additional payment for the extraordinary work is established fifty percent, but here is the proposal forty, which means that for those who have already been liquidated in the contract, remains fifty percent, and forty are claimed for those who do not even have a proper arrangement. "

For those who care, this would lead to the employer's attempt to reduce any remuneration or entitlement, Jerkič replies that this could not have happened, as if the proposal, if adopted, was in no way threatened by the already negotiated: "It's over, not for less."

Rules also for temporary workers

Proponents want employees who work through job brokering agencies under the auspices of a general collective bargaining agreement, and at the moment they do not have any collective bargaining or rather loose protection. We would also limit the work to the end: "Very clear conditions must be established when employment is required for a fixed or indefinite period, as well as the wages of the individual tariff classes."

What kind of salary?

What does the proposal bring numbers to? "The lowest wage class is equal to the minimum wage, workers with unfinished primary education who perform simple jobs would receive at least 940 gross euros, workers with a full secondary vocational school and who belong to the fifth tariff class at least € 1,670, the highest high educated in the ninth and a tariff class of at least 2900 euros. "

In the elaboration of numbers, a system of relative indexes was used – just as collective agreements were drawn up, which also have tariff classes from one to nine, so there is a certain interval between the tariff classes.

The definition of salary in the economy is defined as base salary, pay for performance at work, business success and bonuses. The refund of food expenses during work would apply if the worker spent at least four hours in the workplace.

As the interlocutor points out, these are the trading positions.

"It is imperative to regulate the private sector"

Trade unions feel it is time to regulate the private sector. "We had a general collective bargaining agreement until around 2006, but failed to apply. Meanwhile, there were attempts to conclude a general collective agreement, two or three times with employers, but in the end, they did not have the will."

They fear that in the absence of an agreement the private sector will no longer have a regulated or paid part: "The public sector has this, there is a law, a general collective agreement for non-economic activities where the system is known, while in the private sector, for example, if someone asks what the minimum wage is for a welder or trader, there is no such data. "

What will employers say about the 30-day response?

Employers have 30 days to respond to the proposal, so it will be clear if negotiations will begin.

Asked if we would hear again in the responses that any change in some employers would lead to the collapse, Jerkic believes that will certainly happen. "But these standards are such that they are perfectly suited for Slovenia, and when it is time to say we can not work for Chinese wages in Slovenia, the Chinese also raise their wages." Some selection is required. "Of course, this does not sound like, as if employers need to close, far from it, but there are things that are hard to work for in Slovenia, and here we have only one option where we have a fully paid workforce working overtime or an option to open up companies that we have to pay higher wages and more adequate working conditions. We have to target the other, not the first. "

What will be the reaction from the other side, it is difficult to say, Jerkičev meni: "We note, however, that there are currently some unanimous positions on the other side. The proposed social agreement also showed that they were not harmonized and I hope it will be similar here."

Negotiations if they start, they begin with all representative centers on one side and the other:"In trade unions this is seen as the realization of the proposal for a social agreement, which is a more general act, which can be a separation from the wage model. So if we have a serious intention to change in this country then I open, but it's never easy they were not. "
