MOSCOW, November 1 – RIA Novosti. Drivers in all regions of Russia from 1 November can issue an electronic notification of a traffic accident (RTA) instead of on paper. You can issue a document without calling the traffic police through the “MTPL Assistant” application. This notification can be issued if two cars are involved in the accident, there are no casualties and damage to third parties. The participant in a road accident must make a diagram of the accident and take the appropriate photos, an opportunity now available, in addition to individuals, also for legal entities. Electronic notification is equivalent to plain paper. The electronic accident notification experience through the “MTPL Assistant” application started on November 1 last year in five regions of the country: Moscow, Saint Petersburg, Moscow and Leningrad, in addition to Tatarstan. through the app takes 15 minutes. The application was developed jointly by the Bank of Russia and the Russian Union of Automobile Insurers with the support of the Ministry of Telecommunications and Mass Communications. On November 1, the provisions of the Ministry of Internal Affairs order came into force in Russia, providing for the introduction of a new form of vehicle passport (PTS), as well as its electronic form. In particular, as of November 1, the requirements for the PTS are complemented by the procedure for issuing a passport to replace the lost vehicle that was not previously registered with the State. The list of information contained in the vehicle registration certificate and vehicle title has been clarified, as well as in the “Special marks” column of the vehicle title. In addition, the document establishes the introduction of TS electronic passports. As of October 19, Russian car owners can purchase an OSAGO policy using the markets (financial platforms). The cost of the policy, calculated through the financial platform, must correspond to the price of the insurer’s official website, and no commission is charged for its registration in the marketplace.
