Niţa, who spent a period in prison, recently obtained the cancellation of the sentence (the trial is again judging), and in the case of Nichita, the decision is in the first instance. Both would have been bribed by a particular builder to win the works auction.
Suspicions of corruption have significantly affected the project: the EU has only partially repaid the funds accessed by the Iasi prefecture and, in addition, there is a fairly large financial correction that the Prefecture hopes to recover in court.
The system was received in March 2016, but has not yet reached its full goal. If you ask the city hall, the city's chiefs support the opposite, although drivers and pedestrians who travel daily through Iasi feel full of "benefits." The "smart" system can eventually show the fruits only under very low traffic conditions.
Some equipment, "museum pieces" outdoors
In 2013, the Iasi Traffic Management System (SMTS) was presented by the authorities as a "revolutionary" system which, among other things, led to a reduction of at least 17% of travel time in the city. But to this day, the system is not functional in its entirety, and some equipment has become "museum pieces".
Throughout the project, 90 crosses were sewn and, in some of them (below 10%), the equipment was not started. One of the junctions is the Podu Roş, the busiest city, linking several large districts.
The design of the SMTS was done in 2010, and the traffic numbers studied do not have corresponding in the current reality. Putting SMT in Podu Roş would certainly create big problems. On a much smaller scale, this has already happened at another junction in Iasi, near Gara.
At one point, the City Hall started the equipment, surpassing all the traffic in the area. Traffic lights created major traffic jams and after a few hours the city shut down the equipment and has not been restarted since. Probably will not start because the crossing (Garii str – Arcu street) works on acceptable parameters without traffic lights.
Thus, the assembly of the equipment proved useless. Several years ago, ICU specialists (the constructor who did the work) stated that the system should work in its entirety to generate the expected results, suggesting that if a single intersection is not put into operation, the project will run longer on failure.
And this is also seen in traffic: many drivers criticize the SMTI, and some even ask for a return to the traffic lights that show the times of waiting. The famous "green light" can only work on days when traffic is low (school holidays, weekend days, holidays, etc.).
The pedestrians are waiting for good minutes to cross
The City Hall is constantly intervening in the modification of pre-defined SMI indexes, but problems still arise. And not only the drivers suffer, but the pedestrians as well.
Although authorities said at the start of the project that there would be no pedestrian crossing where pedestrians would wait for more than 90 seconds, there are streets in the city where those who want to cross wait for good minutes (two examples being on the side of the road). near the intersection with Neculau Street, but also on Achim Stoia Street, in the City Hall area).
In addition, the pedestrian system does not work uniformly: special buttons must be pressed by pedestrians and automatically generate green at pre-set times, or simply not active while the rest of the intersection equipment is operating.
We would like to mention that the Traffic Management System project in Iasi was able to reach the indicators assumed in the financing agreement entered into, as well as the specific objectives, "says an address of the municipality signed by Mayor Mihai Chirica.
The specific objectives were the creation of a Traffic Control and Traffic Control Center, the traffic lights of the 90 intersections (with 1,242 new traffic lights) equipped with automatic traffic controllers (72 automatic) and vehicle detectors (633), the creation of a communication between intersections and the control center, the realization of a video camera system (59 rooms) to monitor the conditions in which traffic occurs (images sent in real time to the control center) and the establishment of a management system of defects.
"We mention that the city of Iasi is in constant development and movement, as there is currently a major program to modernize road infrastructure, a situation that contributes to changes in road traffic and has a clear impact on the traffic management system , but in different areas), "said the city hall.
The amount billed by the city hall: 50 million lei
The co-financing provided by the City of Iasi within EMSA had to be only 2%, but in reality, the local budget is likely to incur significantly more. Suspected corruption in the implementation also included the temporary blocking of repayments, which were ultimately lower.
"The total amount of funds reimbursed to the City of Iasi is about 34 million lei," says Chirica, the mayor. From the same document we can see that the total amount billed by the City, within the eight contracts signed for the project, amounts to just over 50 million lei (excluding VAT).
At the same time, we recall that the managing authority applied a financial correction of 17.4 million lei (excluding VAT) within the project. "We are currently in court to recover the financial correction applied to the works contract," say the mayors of the City Hall.
Several years ago, government officials said that if the SMT is a case of corruption, the full value of the project will be imputed to the Iasi City Hall. So far, there has not been an official approach made by the line ministry to this end.
