These first National Councils for Social Protection, organized by the Ministry of State for General Affairs and Governance, set the goal of identifying these dysfunctions with a view to establishing a common basis for reform, which will form the basis for a new system. protection.

"It is necessary to restructure all protection programs, for better integration and greater complementarity. This is an important issue to ensure social peace and the rights of citizens," said Saaddin Elotmani, the head of government, opening the meeting.

14 departments and a hundred programs

The situation in Morocco is somewhat paradoxical. The Kingdom has created more than 120 social protection programs. And more than 50% of the state's overall budget is monopolized by the social sectors in the broad sense of the term. How then can we explain the modest impact of these programs on the population? "The lack of clear statistics makes it very difficult to assess the impact of social protection on the population," said Lahcen Daoudi, Minister Delegate for Africa. "There is no global vision or tools like the future unified social register. General Affairs and Governance. .

The lack of accurate and comprehensive data on social protection programs in Morocco was observed by various stakeholders. Professor Driss Guerraoui of the Economic, Social and Environmental Council (EESC) calls for the development of national social protection accounts in order to strengthen program cohesion and pooling of resources.

Reform must also be based on homogeneous management of social protection programs. The 120 programs available are actually attended by about thirty public actors, including 14 ministries and 8 supervised organizations!

The reform of social protection in Morocco, led by the department of Lahcen Daoudi, is the subject of a study entrusted to the French firm Finactu. Its CEO, Denis Chemillier-Gendreau, recommends in his capacity as social protection specialist five major axes of work to succeed this restructuring:

– Increase family resilience, strengthening income transfers

– Improve social performance with convincing results

– Reinforce the relevance and quality of segmentation

– Reduce program dilution

– Rationalize administration rates, strengthen available data

Areas of work that are more common sense than well thought out strategy, which did not fail to raise some participants in the Assises. They criticized "the repetition of a diagnosis that was almost the same at the beginning of the millennium" as well as "the use of foreign companies to import inadequate solutions in relation to the Moroccan reality" …

Ineffective Coverage of the Workforce

One of the main issues addressed during this Conference is the social protection of the active population. A category subject to specific social risks: loss of income temporarily or permanently due to illness, work accident, occupational diseases, maternity, …

In this area, Morocco is a very poor student: very limited coverage of the active population, one of the lowest rates in the world of occupational accident coverage, … Of the 12 million assets in the Kingdom, more than 6 million remain out of scope of social security. Added to this is the low stability of salaried activity in the private sector: only one out of every two employees is declared to the CNSS 12 months out of 12.

As for compensation for loss of employment (IPE), "it will certainly evolve towards the relaxation of eligibility conditions," says Said Ahmidouche, director of the CNSS. one actuarial study This institution has developed several scenarios to increase the number of beneficiaries of this allowance. But as Ahmidouche aptly points out: "The effectiveness of the PEI depends on the funds that the social partners inject into it. When it was launched, they chose the minimum, a rate of 0.57%.

Morocco is also behind schedule in terms of compliance with international law. Several International Labor Organization (ILO) conventions have not been signed by the Kingdom, particularly those related to occupational accidents and diseases. The latter "lack parameterization and segmentation models, their coverage is really ineffective," said Alain Letourmy, social protection specialist and consultant at FinActu.

Internal contradictions

Overall, the participants of the 1st Social Protection Assyrian have raised the limits of the current system due to the lack of a real mechanism to deal with the loss of employment, accidents at work and occupational diseases. . In order to remedy this situation, it was particularly recommended to review urgently the conditions of incentives and coercion, which would increase the transparency and sincerity of employers in the area of ​​social responsibility.

But the causes of evil are deeper. The social protection system has in its heart implausible incongruities, according to Said Ahmidouche's own statement: "The CNSS does not take care of occupational accidents or diseases. This is one of the peculiarities of our protection system because in all the world, the first risks of having been covered by social security are accidents at work.

Under these conditions, our social protection system must be literally redesigned in its most fundamental principles, rather than restructure existing mechanisms that have long demonstrated their limits in terms of social protection of employees. This while the Ministry of Labor – largely absent from these meetings – approved in the Governing Council a decree for the social security of non-employees (TNS), an estimated population of almost 6 million people in Morocco …
