The government continues with unforced errors in HIV, internal conflicts in the Minsal and the inability to advance the National HIV Plan promised in May 2018 now increases the wrong final phase of the mass campaign.

In addition to the anecdote, the campaign does not meet the minimum requirements for a public health campaign against a growing epidemic. I will provide some basic reasons for the analysis.

Months before, the Campaign had begun. with a stage that had very little impact, which required a massive casting without indicating his object and then asked the young people to take the test. Now its second stage is launched at the end of the year, without prior notice, everything indicates that it is to fulfill the budget execution committed in the contest, giving samples of a job poorly planned and not very wordy.
2. The campaign is not prevention, it only promotes HIV screening, which is not an action to prevent HIV transmission or to promote self-care behaviors, it moves away from the health objective of reducing the transmission of communicable diseases . In the first government of Piñera, a similar initiative emerged, without connection to the processes of self-care of sexual health, since it is the use of condoms, which also serves other sexually transmitted diseases that also grew as syphilis and gonorrhea, according to the Ministry of Cheers.
3.- This campaign aims to reach out to thousands of people living with HIV who do not know it because of the difficulty of the screening process and the stigma that exists for living with HIV. Situations that this Government has committed to face in the National HIV Plan, but that did not address, in this way, we have a discouraged campaign, without support or general structure to make it viable.
4.- The campaign focused on the promotion of the anti-HIV test was based on the idea of performing the rapid diagnostic test in public health centers, mainly in primary care, which did not occur. In the middle of the year it was promised that in 30 days the test would be implemented, but reality shows that at the end of the year the tests were arriving at the Health Services and some clinics, until now it is not known which clinics are available, additional to the site a list of places to conduct the examination, nor the proposal to increase the testing services of community organizations that were available in various parts of the country.
5.- It is a campaign carried out on the back of civil society, which was only included from the formal to avoid the legal action required by the AIDS Law (19,774). has territorial or regional implementation, as has been done in previous campaigns to expand its effectiveness and impact. The error of Mañalich's times is repeated, an authoritarian campaign, without work with civil society, without working with the SEREMIS, without involving the health personnel, all of the enlightened minds of the MINSAL advisors and the second floor of La Moneda. .
6. A recurring point that is quite serious about this 2018 campaign is its approach based on homophobia and transphobia, these populations are most affected by HIV, as shown by epidemiology, by far these groups concentrate more than 70% of the cases and it is populations that have large numbers of deaths. This campaign does not take care of the problem, there is no special effort to reach these populations, the spot continues to convey a general message and assuming that trans gay and female are included. A public policy that is not properly targeted is understood as a form of exclusion and marginalization. What is not called does not exist.
I am a witness and protagonist of multiple collaborative efforts by different sectors to contribute to the improvement of the response to the HIV epidemic, but I am also witnessing the inability of the government to implement adequate public policies that actually confront the epidemic. We hope that by 2019 the necessary corrections will be made and for the sake of Chilean public health things will improve.
