According to the National Institute of Educational Studies and Research Anísio Teixeira (Inep), this deadline was established according to the new National Curricular Common Base (BNCC) ) and the new literacy policy.
Last year, the government of Michel Temer had announced that students in the second year of elementary school would be evaluated by Saeb in 2019. Traditionally, the test was only applied for the 5th and 9th grade of the fundamental and for the 3rd year of the high school.

The intention to include these younger students would be to diagnose possible problems in reading and writing.
Until last year, literacy was measured by another test, called the National Literacy Assessment (ANA). In June 2018, then Education Minister Rossieli Soares, that ANA would be extinguished and incorporated into Saeb.
Sample in human sciences and natural sciences
The previous decree further defined that for the first time, the Saeb would bring matters of the sciences of nature and of the human sciences – as had been promised by the previous management in the Temer government. The novelty was that only part of the students of the 5th grade would be evaluated as a sample.
Until 2018, the students answered only Portuguese and math questions. In June of last year, then Education Minister Rossieli Soares announced that the evaluation would also include questions from two other areas: natural sciences and the humanities.
Secretary of basic education of the MEC asks resignation
The engineer and teacher Tania Leme de Almeida resigned from the post of Secretary of Basic Education of the Ministry of Education on Monday (25).
The information was confirmed to TV Globo by the press office of the MEC on the night of Monday.
The folder did not inform the reason for the dismissal request. Before joining the secretariat at MEC, Tania was a teacher at the Paula Souza Center in São Paulo.
