The bill was presented by Congressman Guillermo Castello and Senator Lucas Fiorini, both of Cambiemos, to favor trade during the season. For its part, the Unidad Ciudadana block did not follow the initiative and demanded that "zero alcohol" regulations for driving under the age of 21 be addressed.

According to the current law of the Province of Buenos Aires, "the sale, sale or supply of any kind and the delivery of alcoholic beverages for consumption outside the establishment where the sale is made is prohibited. from 21 until 10 a.m. the following day"

Castello argued that, from now on, the "original wording" of the standard, which had been modified in 2009, is returned. In turn, he explained that the sale of such beverages to under 18 is still prohibited.

The deputy argued before the vote that during the summer months – from December to March – and where there are more difficulties with this ban, since "the days are getting longer, the days of beach or recreational activities are prolonged and the tourists want to make the most of their days off.
