The government has imposed heavy fines on Edenor and Edesur for nearly $ 500 million


The national electricity regulator (ENRE) applied harsh sanctions against energy distributors Edenor and Edesur, whose area of ​​coverage includes the city of Buenos Aires and the suburbs of Buenos Aires.

The sanction, for one total of US $ 460,953.5 million, corresponds to the semiannual survey that the regulator performs in companies, to evaluate the service quality, as established in public hearings.

Edesur was fined US $ 290,898,949.79, while Edenor must pay 170.054.507,31 weights.

The regulator assessed three items compliance with the standards that distributors must comply with: Quality of technical service, which considers the frequency and duration of interruptions in energy supply (accounting for more than half of the fines), Technical Product Quality (voltage level and disturbances) and Quality of commercial service, which evaluates response times for connecting new users, issuing estimated revenue, claims for billing errors, or restoring suspended delivery due to non-payment.

To measure the quality of technical service According to the two distributors, the ENRE uses two indicators of use at an international level: the average frequency of interruption per semester user and the total duration of interruption per semester user.

For this indicator fines were added for almost US $ 260 million in the semester of March-August among those applied to Edenor (US $ 154.5 million) and Edesur (US $ 105,337.5 million), although for the last company, the quality of the commercial service was to and represented a sanction of US $ 178.6 million in the period.

ENRE has specified that the contracts for the concession of the public energy distribution service include penalty scheme which is applied when the concessionaires exceed the quality tolerance limits established service.

"As the affected users are the recipients, the penalties applied to the companies function as compensation, adapting the cost (fee) paid by users to the quality actually provided distributors, "he added.

In case of Edenor, the average interruption frequency per user was 3.99 times in the semester, and the total duration of the interruption in the semester was 14.65 hours.

With regard to the affected areas, the cuts were lower – By quantity and duration – in city ​​of Buenos Aires (communes 2, 12, 13, 14 and 15), with the exception of commune 11 (Devoto, Villa del Parque, Santa Rita and Villa General Miter) and the Vicente López. In both cuts most frequently occurred in peripheral districts of the metropolitan area of ​​Buenos Aires, as General Rodríguez, General Las Heras and Marcos Paz.

About Edesur, the average interruption frequency per user was 4.15 times in the first half, and the total duration of the interruption in the semester was 14.41 hours.

By zones, the cuts were smaller – by quantity and duration – in the city of Buenos Aires (communes 1 to 10), while interruptions were most frequently occurred in more distant districts of the city, such as San Vicente, Cañuelas and Berazategui.
